Plot

In 1899, 17-year-old Jackie "Cowboy", Kelly, was one of New York City's busy newspaper dealers, selling copies of New York World on the streets of Manhattan. When David Jacobs and his younger brother Les joined the "newsies", Jack noticed David's intelligence and Les's ingenuity that could be marketed and serve himself under his wings. Jack is invited to Jacobs' house, becomes captivated by their sister, Sarah, and sings his desire to escape to Santa Fe, New Mexico.

Trying to outdo his business rival, William Randolph Hearst, publisher of New York World Joseph Pulitzer, raised the price for new subscribers to buy newspapers from their distribution centers. Angry, Jack and David galvanize Manhattan newsies for a strike. While others are spreading the news to newsies in other areas of New York, Jack and Les face the Pulitzer and are thrown out of his office. Bryan Denton, a reporter for The Sun , is interested in boys' stories. Jack and David take their excuse to the Brooklyn newsies, but their leader, "Spot" Conlon, is reluctant to join the strike. This undermines the Manhattan newsies, but David makes them angry until they ambush the distribution center and destroy all the newspapers. The crippled Newsie "Crutchie" was captured by the Pulitzer enforcers, the Delancey brothers, and placed in an orphanage called Refuge, run by an obscure Snyder Superintendent, who ignores orphans so he can embezzle the money given to him by city for their care.

The newsies try to fend off the strike, but the struggle turns violent and turns into a trap set by Delanceys. Just as the new members will be arrested, Spot Conlon arrives with Brooklyn Newsies and the two groups unite to evict the police. Denton puts the story on the front page of The Sun, and newsies are planning a rally. Snyder tells Pulitzer that Jack is a runaway from Protection, giving Pulitzer's legal reason to arrest him. Jack had breakfast with Sarah on the roof of the Jacobs apartment building; she tells him about her desire to escape to Santa Fe, and wonders if she will miss him.

Police broke up the rally and arrested the newsies, but Denton went in to pay their legal penalty. Snyder testifies against Jack and reveals to the others that Jack's real name is Francis Sullivan; his mother was dead and his father was imprisoned. Jack was sentenced to four years of rehabilitation at the Refugee camp. Denton was transferred as a war correspondent and could no longer report the strike. Jack is brought to the Pulitzer, who offers to waive his sentence and pay him a salary if he will work as a tension-breaker. When Pulitzer threatened to have another new member thrown into the Protection Room, Jack obeyed. The boys tried to save Jack, but he told them to leave.

The new students were surprised and disappointed to see Jack's report to work the next day. When Delanceys attacks the Jacobs, Jack steps in to rescue them, knowing this would violate his deal with the Pulitzer. The newsies learned from Denton that their strike had little effect on public opinion, as the city thrived on child labor and Pulitzer had ordered newspapers not to report the strike. Using the old Pulitzer printing press, they publish the "Banner Newsie" they distribute to child labor throughout the city. Denton shared a paper with Governor Theodore Roosevelt, exposing the child molestation at Refuge. Many child laborers join the strike, causing the city's workforce to become stuck. Jack and David face the Pulitzer, who eventually give in to their demands.

Roosevelt has captured Snyder, releasing the children from the Refuge, and thanks Jack for reminding him of the situation. He offers Jack a ride, and Jack asks to be taken to the train station so he can go to Santa Fe. The newcomers are disappointed with this, but Jack returns soon, having been assured by Roosevelt that he still has things to do in New York. As new members celebrate his return, Sarah and Jack kiss, and Spot returns to Brooklyn from Roosevelt.

Historical strike

The actual Newsboys Strike of 1899 runs from July 20 to August 2. The strike leader was a one-eyed young man named Louis Ballat, dubbed "Kid Blink", who spoke in a heavy Brooklyn accent that was often phonetically transcribed when he was quoted by the newspaper. Kid Blink is featured in the film as a minor supporting character, while the role of the strike leader is given to Kelly's frivolous "Cowboy" Jack. Blink and other real life newsie, Maurice Cohen, is the inspiration for Kelly. The actual strike ended in compromise: World and Journal agreed to buy back all copies of unsold newspapers. The history of the 1899 newspaper strike is told in David Nasaw's book The Children of the City: At Work and at Play (Anchor Press/Doubleday, 1985; Oxford University Press, 1986).
